Michel ROGY, PhD. in Economics and Graduated Telecommunications engineer, is an ICT Policy Advisor within the Information and Communications Technologies Unit of the World Bank. In his duties he is a) advising governments on policies and regulations that create a positive investment climate for telecommunications, postal services, and e-applications; and (b) structuring innovative investment programs including public-private partnerships that attract private investment. He has 20 years of experience working in the telecommunications sector, holding senior executive positions both on regulatory and on commercial activities. Michel is a highly experienced expert in ICT Policy in the Africa and MENA region and in telecommunications regulation (fixed and mobile) in France and EMEA. He is a member of ComReg's Electronic Communications Expert Advisory Panel (ECEAP).
